I have the honour to acknowledge receipt

of your Despatch No. 173 of loth. June, 1911, on the subject of

appoinments held by Cadet Officers. I regret tha. I apparently

did not make my meaning clear in my Despatch No. 145 of 20th.

April, 1911, for I had not intended to make proposals regarding

the organization of the Cadet Service, but merely to indicate

by means of a table the method by which I hoped to Live effect

to the principles I had laid before you in my Despatch Confident-

-ial of 6th. Feuruary, 1911, viz.:- to avoid the general shuffle

which has been wont to take place when the lead of a Department

goes on leave and as far as possible to appoint Officers to act

in vacancies who are already in the Department - or a kindred

Department - to that in which the vacancy takes place. There
